The Project Schedule details an estimated timetable for Planning, Design, Engineering, and Construction of the project and includes at least five key project dates, two of which are Kick-Off and Completion. The other three significant dates that inform vendors, contractors, and service providers of opportunities are the Authorization for Expenditures (AFE) date, the equipment Request for Quotations (RFQ's) date, and the Bid Documents (Bid Doc's) release date. All projects must have a minimum 6-month lead-time requirement for RFQ's & Bid Doc's to qualify as a valid PEC Report®, ensuring that clients have sufficient time to submit quotations or bids.
Authorization for Expenditures (AFE): Once the capital funds for a project authorized the Owner will soon begin procurement of specified long-lead equipment and award the appropriate Engineer services necessary for the project. This is where a vendor or service provider should ask if they are on the approved vendor list and get specified.
Request for Quotations (RFQ): IIR identifies when the project or plant owner will begin requesting proposals for equipment, materials, or services to establish pricing and delivery for the planned project or plant.
Subcontractor Bid Documents (Bid Doc's): The PEC Report® indicates when subcontractor contracts or agreements are solicited or awarded
Kick-Off: The Kick-Off date provides the best estimate of when construction will begin at the plant site. Depending of the type of project, the first construction phase of the project could be civil/site, mechanical, electrical or environmental.
Completion: This date is when all phases of construction are complete and the project or plant is ready for final inspection, validation, commissioning and start-up
