Sinclair Oil Awards Contracts for $1 Billion Refinery Expansion in Oklahoma

Researched by Industrial lnfo Resources (Sugar Land, Texas)--Sinclair Oil Corporation (Salt Lake City, Utah) has awarded several contracts for a $1 billion expansion project at its refinery in Tulsa, Oklahoma. The project will allow the refinery to process different types of crude oil and produce additional gasoline and diesel fuels. The project is expected to begin civil construction by mid-2008 and start up the new units by late 2010. Sinclair has selected WorleyParsons' (North Sydney, Australia) Houston, Texas, office to perform project management services.

The project will involve the construction of a 45,000-barrel-per-day (BBL/d) crude and vacuum unit, a 40,000 BBL/d hydrocracker unit, a 30,000 BBL/d delayed coker unit, a 450-ton-per-day sulfur recovery unit, an 80 million-standard-cubic-feet-per-day hydrogen plant, and supporting offsite utilities. Mustang Engineering (Houston) is performing engineering and procurement services for the hydrocracker and crude and vacuum units. Technip Incorporated (Houston) is performing engineering and procurement services for the hydrogen plant. Linde BOC is performing engineering and fabrication services for the sulfur recovery unit. Foster Wheeler (NASDAQ: FWLT) (Houston) is performing engineering and procurement for delayed coker unit. S&B Engineers and Constructors Limited is performing construction management for the crude and vacuum units and offsite utilities. Turner Industries (Baton Rouge, Louisiana) will perform construction services for the hydrocracker unit and hydrogen plant. Zachry Construction Corporation (San Antonio, Texas) is performing construction services for delayed coker unit and sulfur recovery unit.

Founded in 1916, Sinclair Oil Corporation has three refineries in the United States that processes an estimated 150,000 BBL/d of crude oil.

•Tulsa refinery: 70,000 BBL/d
•Casper, Wyoming, refinery: 20,000 BBL/d
•Sinclair, Wyoming, refinery: 60,000 BBL/d

The refineries utilize the latest technology to produce gasoline, diesel and jet fuels.
