New 100,000 Barrel a Day Refinery for Nigeria

Written by Richard Finlayson, Senior International Editor for Industrial Info Resources (Sugar Land, Texas)--Nigeria's Badagry Petroleum Refinery (BPR) Limited has signed a joint venture agreement with Singapore-based Eton Finance to build a new $1.95 billion oil refinery in the Ikopia local government area of Ogun state.

BPR will build and operate the 100,000-barrels-a-day refinery. Financial and administration details are expected to be finalized by May 2013, and fabrication and construction work is scheduled to start in the middle of 2013. From the start of the construction date, the project is scheduled to take 24 to 30 months to complete.

The new refinery will have the capacity to process imported crude oil and Nigerian crude oil blends. Production will cover: bitumen, diesel, grease, heavy fuel oil, jet fuel, kerosene, liquefied petroleum gas, lubricating oil and petrol.

The project received the original approval (in principle) in 1993 but has been delayed a number of times by interventions and problems.

Allan Rennie, an Eton director, said that the project will create up to 1,000 direct jobs and 10,000 more jobs in support functions that are created externally. Housing amenities and infrastructure would be provided for the workers, he said.
