Vietnam's Quang Ninh provincial government has announced a roadmap to phase out all open-cast and open-pit mining as the province transitions the economy to become a service-sector industry. Quang Ninh Provincial People's Committee has released a moratorium for new coal mine development and construction within the vicinity of Ha Long City to give way for its plans to transform the city into the region's tourist center. Coal mine closures will be implemented within the next five years, depending on the work contracts of several mines from 2021 throughl 2023, with the last one expected to be operational until 2025.
