Researched by Industrial Info Resources China (Beijing, China)--Northwest Electric Power Design Institute (NWEPDI) (Xi'an), a regional subsidiary of China Power Engineering Consulting Corporation (CPECC) (Beijing), signed the survey and engineering contract for China Power Investment Corporation's (CPIC) 1,320-megawatt (MW) Xining Power Plant in Xi'an on June 25, 2012, according to a recent announcement from the CPECC.
The Xining Power Plant is located at the Ganhe Industrial Park of Xining Economic and Technology Development Zone in Huangzhong County, in northwest China's Qinghai province. The power plant plans to have two 660-MW, ultra-supercritical, air-cooling, coal-fired units, together with flue gas desulfuration and denitration devices in Phase I. Huanghe Hydropower Development Company Limited (HHDC) (Xining, Qingahi), a subsidiary of the CPIC, is responsible for the development and future operations of the power plant. CPI Power Engineering Company Limited (CPIPEC) (Beijing), another subsidiary of the CPIC, is serving as the general contractor responsible for the engineering, procurement and construction of the project.
The survey and engineering contract was signed by Liu Xudong, the deputy chief engineer of CPIPEC, and Chen Jiping, the vice president of NWEPDI. Among the other leaders and representatives who attended the ceremony were Shi Yaoxin, the vice president of the CPIPEC; Wu Jie, the deputy chief economist and director of the Thermal Power Department of HHDC; and Dong Bin, the president of the NWEPDI.
In March 2011, the feasibility study report of the project passed an examination from an expert panel in Xining. The project then received preliminary approval from the National Energy Administration to kick off pre-stage preparation in late 2011. Upon authorization from the CPIC, invitation for bids on supply of turbine, generator and boiler main equipment was been issued in March 2012.
Presently, the project owner is working with NWEPDI for the final approval of the project. According to the schedule, the project will begin construction later this year, and both units will begin operations in 2014.
