Targa Resources Partners LP (NASDAQ:NGLS) (Houston, Texas) has started site preparation activities associated with the expansion of its Venice Gas Processing plant, located approximately five miles from the Gulf of Mexico along the Pass Tanta Phine and Red Pass of the Mississippi River delta system near Venice, Louisiana, in Plaquemines Parish. Targa Resources has awarded the E+P+C contract for Cryogenic Plant II to Humble, Texas based S-Con Incorporated.

The Venice expansion involves constructing cryogenic plant II with a designed natural gas processing capacity of 450 million cubic feet per day (mmcfd) of natural gas to replace the existing lean-oil plant that was heavily damaged by Hurricane Katrina in late 2005. The new cryogenic plant II will add up to 15,000 barrels per day of NGL production capacity to the Venice plant. Among the major pieces of equipment to be installed to achieve this production increase is a 26,500 horse power GE LM2500 GB turbine with a centrifugal, a 40 mmBtu/hr natural gas-fired boiler, a 2518 horsepower diesel-fired emergency generator rated at 1,750 Kw and a 1,000 gallon diesel storage tank.

The original cryogenic plant I built in 1997 is currently operational and when cryogenic plant II is completed in the second quarter of 2008 the Venice facility will have a combined natural gas processing capacity of 750 mmcfd. Once completed the cryogenic plant II will produce an ethane-propane mix, propane, normal butane, iso-butane and natural gasoline. The residue gas consisting mostly of methane will be exported by an existing pipeline.
