EIA: Texas, Louisiana Account for 85% of U.S. Gas Pipeline Projects through 2027

Texas and Louisiana easily lead the nation in the construction of new natural gas pipelines, according to the latest EIA data.

Almost 45 Bcf/d of New Capacity Nationwide Planned by 2027

Debottlenecking the Permian Basin's Waha natural gas hub is high on the agenda for Texas midstream companies in 2026 and 2027. That's the term used by the U.S. Energy Information Administration (EIA) in its summary of the most recent Natural Gas Pipeline Projects Tracker showing that Texas alone is home to two-thirds of all new pipeline projects from 2026 to 2027.

The report shows that Texas accounts for 66% of all natural gas pipeline projects scheduled for that time frame. Nationwide, the EIA sees 44.9 billion cubic feet per day (Bcf/d) coming online by the end of 2027.

A distant second is Louisiana, with 19%. Virginia also makes a small showing.

Industrial Info Resources is tracking active U. S. natural gas pipeline projects valued at $18.21 billion in 2026-27, including $7.43 billion worth in Texas. Louisiana holds $2.86 billion worth of gas pipeline projects.

Why Texas and Louisiana?

Texas (Permian and Haynesville basins) and Louisiana (Haynesville) produce significant amounts of natural gas and, just as significantly, their Gulf Coast locations are home to most of the nation's processing and liquefied natural gas (LNG) export plants. So, pipelines are needed to get the gas from point A to point B.

Also, most Texas pipelines travel only in-state, as opposed to Appalachian options that almost always need to cross state lines. Pipelines that cross state lines are subject to federal permitting, which historically has been much more difficult to achieve than for in-state lines.

Everything's Bigger in Texas

The EIA lists the largest additions as follows:

  • Kingsville Rio Bravo Grassroot Natural Gas Pipeline Phase II: According to Industrial Info Resources data, the 139.7-mile pipeline would originate in Texas, with a capacity of 4.5 Bcf/d. Industrial Info Resources data show it will interconnect with NextDecade's Liquefaction (LNG) Production and Export Terminal in Cameron County, Texas..
  • Blackcomb Pipeline: This 365-mile, 2.5-Bcf/d pipeline is currently under construction. Industrial Info Resources data show it originates near Ozona and will deliver Permian supply to the Agua Dulce gas hub near Corpus Christi.
  • Rankin Hugh Brinson Grassroot Natural Gas Pipeline Phase I: Industrial Info Resources data indicate construction will involve the installment of g) 400 miles of 42-inch diameter transmission pipeline to move about 1.5 Bcf/d of natural gas from the Waha Hub in Pecos County, Texas, to Maypearl, Texas south of the Dallas/Ft Worth Metroplex, where it will connect to Energy Transfer's existing mainline and storage infrastructures."
  • Phase II of the project, named the Stanton Hugh Brinson Grassroot Natural Gas Pipeline Midland Lateral, will include 42 miles of 36-inch-diameter pipeline to transport about 1.5 Bcf/d from Martin County, Texas, to Energy Transfer's third-party processing plants in Midland County.
These lines would help address the problem of the Permian region's natural gas production growth outpacing its takeaway capacity. In recent months, Permian producers have had to pay to send natural through the Waha Hub due to lack of sufficient takeaway capacity.

Additions in Louisiana

The EIA said all Louisiana additions will add 8.4 Bcf/d to the state's capacity.

Virginia's Planned Pipeline

The EIA noted that Virginia plans to add 1.6 Bcf/d of capacity in 2027. That mainly revolves around the Chatham Southeast Supply Enhancement Grassroot Natural Gas Pipeline Loop.,According to Industrial Info Resources data, the project involves 30.8 miles of pipeline to move up to 1.6 Bcf/d of natural gas next to the existing Transco mainline corridor in Pittsylvania County, Virginia.

Industrial Info Resources is tracking 11 natural gas pipeline-related projects in Virginia with a total investment value of $816 million.
