Mozambique Pushes Forward with Massive Hydroelectric Project

Situated downstream from the Cahora Bassa Dam on the Zambezi River, the project is being developed by a consortium including TotalEnergies (Paris), Électricité de France and state-owned Hidroeléctrica de Cahora Bassa.

As of mid-2025, the World Bank and other multilateral partners have committed $1.4 billion in concessional funding to transmission infrastructure, legal and environmental frameworks, plus political risk guarantees and insurance. Publicly owned energy firms EDM and HCB have each been authorized to subscribe up to 15% of the project's share. Construction will employ about 7,000 workers, and once generating power, some 3,000 permanent jobs will be created.

Access to electricity in Mozambique has nearly doubled since 2018, rising from 31% to 60% in 2024. Mozambique aims for universal electrification by 2030. The dam is expected to help address a regional shortfall of about 10,000 MW, enabling Mozambique to export surplus power to neighboring countries like South Africa and Zimbabwe.
