Researched by Industrial Info Resources (Sugar Land, Texas)--The New York Public Service Commission (PSC) recently advanced the development of five major renewable energy projects in the state, which included three construction starts.
"These solar, wind, and transmission projects being built across New York are vital to meet the Climate Leadership and Community Protection Act's ambitious carbon reduction and clean energy targets to combat climate change," said Commission Chair Rory M. Christian, in a December 19 press release. "Each of these major projects benefit all New Yorkers by reducing our reliance on fossil fuels, boosting clean-energy investment, creating clean energy jobs, and improving our environment."
Among the projects that were approved for construction is Invenergy LLC's (Chicago, Illinois) 340-megawatt (MW) $600 million Alle-Catt Windfarm in the western part of the state. Construction of an operations and maintenance building and related site improvements began in July, but the PSC's recent approval allows for civil construction to begin. The PSC approved an Environmental Management and Construction Plan (EM&CP) for a 10.2-mile overhead, 345-kilovolt transmission line and compliance filings for the windfarm. Another project that can now begin civil construction is U.S. renewable energy developer Apex Clean Energy's (Charlottesville, Virginia) Heritage Windfarm in Orleans County. Site preparation for the roughly 173-MW windfarm began earlier this year. Click here to read the project report.
The commission also said it granted a Certificate of Public Convenience and Necessity (CPCN) for AES Corporation's (NYSE:AES) (Arlington, Virginia) 100-MW Brookside Solar project in Franklin County, which will enable construction to begin. In December, the project received a contract to sell power to the New York State Energy Research and Development Authority (NYSERDA) (Albany, New York).
The New York PSC also recently approved petitions related to the Champlain Hudson Power Express Transmission Line, which is designed to transport renewable energy from Quebec, Canada, to Queens, New York. The developer, Transmission Developers Incorporated (Albany, New York)--a subsidiary of Blackstone (NYSE:BX) (New York, New York)--now will be able to "shift portions of the cable alignment to address comments from co-located infrastructure owners," according to a PSC press release. The regulator also approved construction plans for a short overhead transmission line in Astoria, Queens.
