Windfarm projects represent a substantial amount of this spending, accounting for more than $1 billion in project starts in Oregon and about $645 million in Washington. The Phase II addition of the Leaning Juniper Windfarm, near the city of Arlington in Oregon, dominates project starts in the state. Iberdrola Renewables USA, a subsidiary of Spain's Iberdrola SA (PINKSHEETS:IBDRY),began adding an additional 279 megawatts (MW) of generating capacity to the existing 100-MW windfarm in April. In Washington, construction of the 118-MW grassroot Miller Ranch windfarm, located 12 miles south of Bickleton, is scheduled to kick off during the quarter. The project has an estimated total investment value of $345 million.

Other industries with notable projects in the two states include the Oil & Gas Transmission Industry and the Industrial Manufacturing Industry. Washington Tire Corporation (Chino, California) plans to begin construction of an estimated $500 million tire-manufacturing facility at the Port of Ephrata in Washington during the quarter. Columbia Northwest Engineering (Moses Lake, Washington) is acting as engineer on the project.

As part of the $2.96 billion, 675-mile Ruby Pipeline project, installation of 142 miles of 42-inch-diameter pipe for the Oregon portion of the pipeline will begin in June. Construction on the Oregon compressor station for the project is scheduled to begin later in the summer. The Ruby Pipeline will run from Wyoming, though Utah and Nevada, and terminate near Malin, Oregon. The pipeline is expected to become operational in the spring of 2011.
