ASB Biodiesel Resumes Construction of $164 Million Plant in Hong Kong

Investor-owned ASB Biodiesel Hong Kong Limited (North Point, Hong Kong) has resumed construction of its $164 million biodiesel plant in Tseung Kwan, Hong Kong.

Researched by Industrial Info Resources (Sugar Land, Texas)--Investor-owned ASB Biodiesel Hong Kong Limited (North Point, Hong Kong) has resumed construction of its $164 million biodiesel plant in Tseung Kwan, Hong Kong. Construction came to a halt more than a year ago due to a funding shortage and budget overruns. The project is funded by private investors and Al Salam Bank (Bahrain).

Only 30% of construction was completed on the plant, which was originally scheduled to go into operation in April 2010. Now the company is in full-blown construction, which it expects to finish by December 2012. Commissioning and startup will follow in the first quarter of 2013.

ASB will collect used cooking oil from about 1,500 local restaurants and will convert the waste product into 100,000 tons per year of biodiesel. If the government imposed a B-5 (5% biodiesel) blending requirement, more than 225,000 tons per year of the fuel would be needed to meet Hong Kong's demand.

Hong Kong is taking a hard look at renewables beyond biodiesel. CLP (Hong Kong, Hong Kong) is looking at two 200-megawatt (MW) offshore windfarm projects, and Hong Kong Electric Company is developing a 100-MW offshore windfarm and a solar power plant. Capital investment required to develop the projects is estimated to be more than $900 million.
