British Columbia Points to Big LNG Ambitions

Premier Eby Courting India on Trade

Working to expand opportunities with non-U.S. trading partners, the premier of British Columbia said there are at least a half dozen liquefied natural gas (LNG) facilities in the works in his province.

British Columbia Premier David Eby is leading a trade mission to India to promote bilateral trade in a variety of goods, from critical minerals to wood products. With U.S. tariffs on Canada jeopardizing provincial economics and constituent well-being, Eby said it's important to attract new international trading partners.

"India is a key market for B.C. with enormous opportunities for trade," he said. "This trade mission is about deepening our relationships, supporting good jobs in B.C. and strengthening our position as the economic engine of the new Canadian economy."

Eby said that while U.S. President Donald Trump works to "insult" his trading partners, Canada is a reliable and a potential exporter to overseas economies in the Asia-Pacific, some of which have few energy resources of their own.

India's economy is accelerating relative to its peers. The International Monetary Fund in December said it expected India's real gross domestic product (GDP) to increase 6.6% in fiscal-year 2026, even with a 50% tariff imposed by the U.S., its largest trading partner. British Columbia is looking for an advantage.

"British Columbia has the highest share of exports to India of any province," said Ravi Kahlon, the provincial minister of jobs and economic growth. "By attracting investment and reducing our reliance on U.S. markets through diversified trade partnerships, we will create good jobs and prosperity for all British Columbians."

Head Start with LNG

British Columbia is already beating the U.S. to the punch in terms of LNG exports from the West Coast of North America through its LNG Canada facility in Kitimat. Engineering firm Fluor Corporation (Irving, Texas) completed the second liquefaction unit for LNG Canada late last year, with a net capacity of 6.5 million metric tons per annum (MTPA) for exports of natural gas in the liquid form. That puts LNG Canada's total capacity at 14 MTPA.

Nearly seven years in the making, LNG Canada, led by Shell plc (London, England), delivered its first batch of LNG in July.

In an interview with the Reuters news agency, Premier Eby said there are at least six other LNG facilities that are "either online, coming online, or reaching final investment decision in the next year."

He didn't outline specifics. Data from IIR Energy Intelligence finds there are two facilities that are considered high-probability; Cedar LNG and Woodfibre. Cedar LNG, a partnership between the indigenous Haisla Nation and Pembina Pipeline (Calgary, Alberta), is a floating facility off British Columbia with a design capacity of 3.3 MTPA. Construction began in June.

Woodfibre, a subsidiary of Pacific Energy (Beijing, China), would have a design capacity of 2.1 MTPA. Construction began in October. Both should be completed before the decade is out.

Canada is the fifth-largest natural gas producer in the world, churning out close to 20 billion cubic feet per day. It's also a net exporter to the U.S., still its largest trading partner. In its NATGAS Today report, IIR on Tuesday found that Canada delivered about 6 billion cubic feet of natural gas to the U.S. economy.
