Researched by Industrial Info Resources (Sugar Land, Texas)--Despite the sting of New York State's recent denial of a water-quality permit for the proposed Constitution pipeline, executives with Williams Partners LP (NYSE:WPZ) (Tulsa, Oklahoma) report progress on a number of other pipeline projects. Chief Executive Officer Alan Armstrong outlined the status of several U.S. natural gas pipeline projects during the company's first-quarter 2016 earnings conference call. The New York State Department of Environmental Conservation (NYSDEC) denied a permit for the proposed 124-mile Constitution Pipeline, which would include construction of piping from northeastern Pennsylvania into New York State. The pipeline would have a capacity to move 650,000 dekatherms of natural gas per day, extending from Susquehanna, Pennsylvania to the Iroquois Gas Transmission and Tennessee Gas Pipeline systems in Schorie County, New York. Williams and the other energy companies participating in the joint venture project have vowed to continue fighting for the proposed pipeline, saying the state department was wrong and the denial was politically motivated.

Speaking to investment analysts, Armstrong painted a rosier picture of several of the company's other pipeline projects. He said the Federal Energy Regulatory Commission (FERC) has approved the Garden State Expansion Project in New Jersey, which is designed to provide up to 180 million cubic feet per day (MMcf/d) of natural gas to a new delivery point with New Jersey Natural Gas in Burlington County. Phase 1 is targeted to be in service in fourth-quarter 2016, and is Phase 2 targeted for third-quarter 2017. The project is valued at $116 million.

The 112-mile Dalton Expansion Project in Georgia is still undergoing regulatory reviews. It would extend from the existing Transco pipeline in Coweta County and provide up to 448 MMcf/d to new delivery points in Bartow and Murray counties, with an expected 2017 in-service date.

In Alabama, development continues for the 43-mile Hillabee Expansion Project, which would expand the capacity of Williams' existing Transco pipeline beginning in the second quarter of 2017. FERC has approved the three-phase project, which would ultimately deliver up to 1.1 MMcf/d.
