Ecuador's CELEC Re-launches Bidding Process for Installation of 380 Megawatts of Thermoelectric Power

Researched by Industrial Info Resources (Sugar Land, Texas)--On April 28, Ecuador's state-owned Corporación Eléctrica del Ecuador (CELEC) (Quito, Ecuador) re-launched the bidding process for the provision, installation and commissioning of 380 megawatts (MW) of power distributed among four locations. The previous bidding had been called off because of time constraints.

On April 1, CELEC published the call for the tender, setting May 3, 2010, as the deadline for the delivery of proposals, and May 17 as the day for signing contracts. According to the bidding documents, CELEC had set April 20 as the due date for the answering of any questions. However, CELEC received 227 questions near this deadline, and on April 23, CELEC decided to call off the bidding process because of time constraints. The issued tender documents are the same as the initial tender, but include an appendix containing the questions and answers that resulted in calling off the tender.

The new schedule establishes May 5 as the deadline for answering any questions related to the project. May 25 will be the last day to accept proposals, and the contracts will be signed on June 8, 2010.

This project consists of the installation of internal combustion engines or steam turbines fueled with residual fuel oil No. 6 and will help stabilize the Ecuadorian supply of electricity during the ebb-tide season that affects the main hydroelectrical production centers between October and March each year. The last dry season generated a major energy crisis in the country, leading the government to declare an energy emergency and necessitating the interruption of power for several hours a day in major urban centers.
