NuStart Energy Development LLC (Kennett Square, Pennsylvania) is a consortium aiming to develop a nuclear power plant construction and operation licensing demonstration project. The project will test the new expedited Nuclear Regulatory Commission (NRC) licensing process, with the goal of submitting applications in 2008 for construction in 2010. NuStart Energy Development consists of eleven partners: Constellation Generation Group, a subsidiary of Constellation Energy Group (NYSE:CEG) (Baltimore, Maryland); Duke Energy (NYSE:DUK)(Charlotte, North Carolina); EDF International North America (Washington, District of Columbia), a subsidiary of Electricité de France (Paris, France); Entergy Nuclear (Jackson, Mississippi), a subsidiary of Entergy Corporation (NYSE:ETR) (New Orleans, Louisiana); Exelon Generation (Philadelphia, Pennsylvania), a subsidiary of Exelon Corporation (NYSE:EXC)(Chicago, Illinois); Florida Power & Light Company a subsidiary of FPL Group (NYSE:FPL)(Juno Beach, Florida); Progress Energy (NYSE:PGN) (Raleigh, North Carolina); Southern Company (NYSE:SO)(Atlanta, Georgia); GE Nuclear Operations (Wilmington North Carolina), a subsidiary of General Electric (NYSE:GE)(Fairfield, Connecticut); and Westinghouse Electric Company LLC (Monroeville, Pennsylvania), a subsidiary of British Nuclear Fuels (Warrington, England).

NuStart has selected six potential sites for the new plant, of which two will be selected as candidates in the fourth quarter of 2005. All six sites have existing nuclear operations. The sites are: Entergy's Grand Gulf Nuclear Power Station in Port Gibson, Mississippi and River Bend Nuclear Power Station in Saint Francisville, Louisiana; TVA's Bellefonte Station in Hollywood, Alabama; Constellation's Calvert Cliff Station in Lusby, Maryland and Nine Mile Point Nuclear Station in Lycoming, New York; and The United States Department of Energy's Savannah River Site (SRS) in Aiken, South Carolina.

Two of the NuStart Energy consortium members, Exelon and Entergy have applied for early site permits. Exelon, at the Clinton, Illinois, nuclear power station, was not one of the sites on the short list. Entergy's site at the Grand Gulf Nuclear Power Station has applied for early site permits as well.

TVA's Bellefonte site, with Units 1 and 2 were partially constructed in the 1980's. Bellefonte Unit 1 was almost 90% complete, and Unit 2 was about 56% complete when construction was stopped in 1988. Major infrastructure at Bellefonte, which could be suitable for use by a new nuclear plant includes cooling towers, switchyard, river water intake structure, buildings, offices, maintenance shops, training center, roadways, parking lots, and river access for barge unloading in Hollywood, Alabama.

NuStart Energy is conducting detailed studies on two reactor types, the Westinghouse Advanced Pressurized Water Reactor (APWR) model AP-1000, and GE Economic Simplified Boiling Water Reactor (ESBWR). The goal of the consortium is to complete and submit Nuclear Regulatory Commission licensing applications in 2008, then to start construction in 2010, with power generation beginning in 2014.
