Summary

With the United Kingdom under budget pressures, Canada came through with investments for members of the Commonwealth nations. Canadian Prime Minister Mark Carney is earning an international reputation for his efforts to prop up the Canadian economy against U.S. tariff threats.

Carney Shows He Can Drum up Interest

Canadian Prime Minister Mark Carney put his trade strategy on display by announcing major investments across the vast membership of the Commonwealth nations.

"Across continents and under different skies, we are united by shared history, values, and, increasingly, ambitions," Prime Minister Mark Carney said Tuesday. "In an increasingly fragmented world, we are acting together to create greater security, opportunity, and prosperity for our peoples,"

Carney participated this week in the Commonwealth Heads of Government Meeting (CHOGM) in St. John's, Antigua and Barbuda. He announced more than C$70 million (US$50 million) in new investments for the Commonwealth. Canada is the second-largest financial contributor to the alliance, which is made up of 56 independent countries in Africa, Asia, the Americas, Europe and the Pacific.

This is Carney's first-ever participation in a meeting of the Commonwealth nations, and the investments showcase his ability to draw interest from a global community fractured by various foreign policy and trade initiatives from U.S. President Donald Trump. Meanwhile, contributions to the Commonwealth from the United Kingdom have declined amid sharp budget cuts in London.

Carney has emerged as a player on the global stage. At a conference in September, he made the case that Canada is a superpower in its own right on energy and trade, boasting that Canada is the best-connected economy in the world and the most competitive for new business investments among members of the G7. That summit drew in in US$360 billion in commitments, from strategic infrastructure to critical minerals.

Meanwhile, Evan Solomon, the Canadian minister for digital innovation, was in Germany looking to drum up interest in Artificial Intelligence (AI).

Industrial Info Resources data show hundreds of grassroot projects related to mining and minerals across Canada with a total investment value of US$204 billion. Subscribers can view a full list of detailed project reports. That compares to US$188 billion in the United States.

Among the largest by investment value in Canada is the Beardmore Georgia Lake Lithium Mine. Lithium is a central component of AI technology, and it could be producing as much as 1 million tons annually by 2029 if completed as planned, data from Industrial Info Resources show.

Momentum Continues to Build for Conventional Energy

More momentum could emerge from Canada later in November when representatives from the likes of Canadian Natural Resources and Cenovus head to Calgary for a meeting of the Canadian Heavy Oil Association.

Canada sits on some of the largest crude oil deposits in the world, though much of it is in the form of the heavy, tar-like bitumen that requires steam or open-pit mining to extract in many cases.

Federal data from Canada show the oil and gas industry accounted for about 4% of the nation's overall gross domestic product, or around US$63 billion for 2025, the last full year for which there are data.

And the industry is upbeat. A September survey from North American firm ATB Capital Markets found the "vast majority" of respondents -- more than 80% - said they expected their outlook to improve over the next six months.

That outlook was put on display Wednesday when Alberta-based oil and gas company Cenovus Energy said its net earnings for the third quarter more than doubled from year-ago levels. The company added that its production during the third quarter averaged 1.02 million barrels of oil equivalent per day (Boe/d), an increase from the second quarter and a record for the company.

"We exceeded one million Boe per day of production in the quarter for the first time ever," said Jon McKenzie, the company's president and chief executive officer. "Our asset performance continues to unlock significant value across our portfolio."

Cenovus in early October announced it would take on all of the outstanding shares in Athabasca Oil Corporation for a combined value of US$4 billion. The deal will add approximately 45,000 Boe/d to the portfolio of Cenovus.

Industrial Info Resources data show Athabasca as the parent of six plants. Associated projects include its Leismer steam-assisted gravity drainage project in Fort McMurray, which carries a total investment value of US$1.5 billion for a plant that Industrial Info Resources data show has an actual output capacity of 28,000 barrels per day (bpd). The Industrial Info Resources Global Market Intelligence (GMI) Oil & Gas Production Plant Database offers a detailed plant profile.

By the Numbers

  • 80% of Canadian energy market survey respondents are upbeat
  • 1.02 million barrels of oil equivalent per day from Cenovus in Q3

Key Takeaways

  • Carney shows he can draw an international audience in a fractured geopolitical landscape.
  • Cenovus Energy sets a record in quarterly oil-equivalent production.
