A Changing Landscape

The natural gas sector in British Columbia is altering, and Enbridge is meeting the call to expand pipeline capacity throughout the province through the expansion of its Westcoast natural gas pipeline system.

The Westcoast expansion project is a multibillion-dollar program with two primary expansion components: the Aspen Point program in the north and the Sunrise expansion in the system's southern footprint. Both projects are underway and in various stages of completion.

Enbridge has now taken on partners to help fund the expansion through the formation of a joint venture with private equity firms Apollo and KKR, which will fund C$2.7 billion (US$1.95 billion) of the costs. Enbridge will contribute C$700 million (US$505 million) toward the projects and will retain majority ownership of the system, continuing as its operator.

The Aspen Point and Sunrise Programs

The Aspen Point expansion in the northern regions of the Westcoast system is further advanced than its southern counterpart, Sunrise. The Aspen Point program consists of laying new sections of pipeline and several additions and modifications to compressor stations, which are largely done. When completed, the project will provide an additional 535 million cubic feet of carrying capacity. Other Canadian NatGas Pipeline Projects

One of the key reasons for British Columbia's changing natural gas landscape is the province's burgeoning liquefied natural gas (LNG) sector. The Shell-led LNG Canada plant led the charge with 14 million tons of initial liquefaction capacity starting last year. The expected doubling in capacity of the plant is driving additional pipeline construction, in particular an upcoming expansion of TC Energy's Coastal GasLink system.

Another of those LNG-driven pipelines is the Prince Rupert Gas Transmission (PRGT) system, which will carry gas from shale reserves in northwestern British Columbia more than 550 miles (885 kilometers) to the upcoming Ksi Lisims floating LNG production facility, which has an expected production capacity of 12 million tons per year when completed in 2029.

The 2.1 million-ton-per-year Woodfibre LNG plant, expected to be completed next year in Squamish, British Columbia, is prompting a smaller natural gas pipeline addition to supply the plant.

Multiple smaller projects dot British Columbia and other provinces including Ontario and Saskatchewan.
