The initiative involves agreements signed between state utility Jirama (Antananarivo), the rural electrification agency ADER, and multiple private sector developers. Out of the total planned capacity, Jirama signed 39 agreements covering around 526 MW, while ADER signed seven agreements representing nearly 406.7 MW.

Located off the southeastern coast of Africa in the Indian Ocean, Madagascar is aiming to improve electricity access, reduce dependence on imported diesel generation, strengthen rural electrification, and increase renewable energy penetration across the country. The government is targeting renewable energy to account for around 80-85% of the national electricity mix by 2030, with solar expected to become a major contributor alongside hydropower.
