Summary
Swiss drugmaker Roche is pausing new project spending in Germany in protest of the government's healthcare cost cutting plans.
Pharma major Roche is pressing 'pause' on new project spending in Germany due to planned cost cutting in the healthcare sector by Germany's government.
No New Spending
Speaking with the German newspaper Die Welt, Daniel Steiners, head of Roche Germany, said that the company has "put all future investment decisions in Germany on hold for the time being." The decision by Roche means it joins a growing number of big pharma companies, including Eli Lilly, halting spending in Germany over the government's proposed changes. The company employs more than 18,000 people in Germany and is in the middle of significantly expanding its site in Penzberg, Bavaria. According to Industrial Info Resources data, there are three ongoing Roche projects in Germany worth more than US$740 million in investment.
Trust Destroyed
Steiners said: "Regarding the pharmaceutical sector, I can say that politicians have recently destroyed a great deal of trust," referring to major changes planned by the government to cut rebates given to pharma companies in an effort to combat the rising cost of Germany's statutory health insurance (GKV). The Ministry of Health, under Chancellor Friedrich Merz, needs to patch a 19 billion euro (US$20.9 billion) shortfall in 2026. Steiners added: "Roche -- and by this, I include our global headquarters -- wants to see how things develop in Germany. We need to assess whether Germany will remain a partner that provides a predictable framework. We need to know whether or not investments are still welcome here."
Crux of the Problem
The German government is backing proposed legislation that will lower healthcare spending, tighten drug reimbursements and reduce some healthcare benefits. The proposed introduction of a 'dynamic manufacturer rebate' is the main issue for pharma companies. They already pay statutory rebates and negotiate prices. The dynamic manufacturer rebate will sit on top of that and act as an automatic cost-control mechanism for pharmaceuticals. Pharmaceutical discounts will be increased automatically to cover the difference when GKV costs grow faster than its revenue. The government also wants to limit the services covered by insurance and increase patient co-payments.
Growing Pharma Backlash
In June, Industrial Info Resources reported that pharma majors Eli Lilly and Boehringer Ingelheim were cutting more than US$2 billion from proposed investments in Germany due to the controversial health care proposals. Eli Lilly confirmed that it was cutting its planned investment of 23 billion euro (US$27 billion) in half at the under-construction manufacturing facility in Alzey. Due to come online next year, the facility will produce injectable GLP-1 drugs Zepbound and Mounjaro, but Lilly is scaling back its capacity and will now employ 500 people instead of the originally planned 1,000. Boehringer Ingelheim is reducing its domestic investment by 900 million euro (US$1 billion) on projects planned from 2027 to 2030.
