Researched by Industrial Info Resources (Sugar Land, Texas)--Williams Partners LP (NYSE:WPZ) (Tulsa, Oklahoma) completed, and began service on, the first phase of its Hillabee expansion project on the Alabama portion of its Transcontinental Gas (Transco) Pipeline System. Through its connection with the first phase of the Sabal Trail Pipeline, the Transco Pipeline will play a role in bringing much-needed natural gas to Florida power generators. Industrial Info is tracking $2.55 billion in active projects involving Williams, including $135 million related to the Hillabee expansion.

Williams expects the full, three-phase Hillabee expansion in Alabama to add up to 1 billion cubic feet per day of capacity to the Transco system by 2021. The first phase of Hillabee includes the $15 million Hissop and Proctor loops in Choctaw County, which total 7.9 miles; the $25 million Billingsley Loop from Antauga County to Chilton County, which runs 4.7 miles; and the $25 million Tallapoosa Loop in Tallapoosa County, which runs 7.6 miles. The second phase of the Hillabee expansion is expected to begin construction in Alabama in second-quarter 2019. This includes the $30 million Verbena Loop in Chilton County, which will run 3.9 miles; the $25 million Rock Springs Loop in neighboring Choctaw County, which will run 6.7 miles; and the $45 million addition of a natural gas compressor station in Marion Junction and $30 million addition of a natural gas compressor station in Billingsley. For 2020, Williams expects to begin construction on the third phase of Hillabee, which includes the $20 million Autauga Loop in Autauga and Chilton counties, which will run 7.5 miles, and the $15 million Butler Loop in Choctaw County, which will run 5.3 miles. Williams expects Hillabee's second phase to be in service by second-quarter 2020, and the third phase by second-quarter 2021.

The Hillabee expansion allows the Transco Pipeline to connect with the Sabal Trail Pipeline in eastern Alabama; Sabal Trail would head south, through Georgia, to Florida markets that have seen a growing demand for natural gas. Industrial Info is tracking nearly $500 million in active projects involving Sabal Trail, which is a joint venture of Spectra Energy Partners, now a subsidiary of Enbridge Incorporated (NYSE:ENB) (Calgary, Alberta); NextEra Energy Incorporated (NYSE:NEE) (Juno Beach, Florida); and Duke Energy Corporation (NYSE:DUK) (Charlotte, North Carolina).

Earlier this month, the U.S. Federal Energy Regulatory Commission (FERC) authorized Phase I of the Sabal Trail pipeline to begin operations, according to the U.S. Energy Information Administration (EIA). The 515-mile Sabal Trail will transport up to 830 million cubic feet per day of natural gas from an interconnection with the Transco pipeline in Tallapoosa County, Alabama, to a hub in Osceola County, Florida. Portions of Sabal Trail still under construction, and set to be completed later this year, include the $175 million spreads 4 and 5 and $150 million spreads 6 and 7 in northeastern Florida. Spreads 4 and 5 will transport natural gas from Hamilton County, Florida, which is near the border with Georgia, to Morriston; spreads 6 and 7 will run from Morriston to Osceola County.
