Exelon Prepares Early Site Permit for Texas Nuclear Power Station

Researched by Industrial Info Resources (Sugar Land, Texas)--Exelon Nuclear (Warrenville, Illinois), a division of Exelon Generation (Kennett Square, Pennsylvania), itself a subsidiary of Exelon Corporation (NYSE:EXC) (Chicago, Illinois), is preparing an early site permit (ESP) for the 2,700-megawatt (MW) to 3,200-MW nuclear power station just south of Victoria, in Victoria County, Texas.

Exelon initially applied for a combined operating license (COL) to use two of the GE/Hitachi Economic Simplified Boiling Water Reactors (ESBWR), which would provide enough steam to drive two steam turbine/generators that would each produce 1,575 MW to 1,600 MW of power. Earlier this year, a switch was made to GE/Hitachi's Advance Boiling Water Reactor (ABWR), as the ESBWR is still under review and has not been approved by the Nuclear Regulatory Commission. The ABWR produces less steam, so the units would only drive each steam turbine/generator to each to produce between 1,350 MW and 1,460 MW.

The COL allows a company to build and operate a nuclear power station. The ESP is part of the COL, and once approved it can be put on hold to be used at later date. The ESP is not technology-specific, but simply means that a nuclear station can be built on a specific site. Therefore, either technology could be used for the station, or if desired, other technologies could be implemented. According to Craig Nesbit, Exelon's vice president of communications, Exelon expects to submit the ESP in the next six weeks. The ESP review will take about two years, and as of now, the project is expected to be put on hold pending better economic and market conditions.
