Decree to Spur $118 Million Waste-Heat Power Projects in Vietnam

Researched by Industrial Info Resources (Sugar Land, Texas)--A new decree on energy saving and efficiency in Vietnam is expected to spur the construction of about a dozen waste-heat power projects at a cost of about $210 million during the next four years. According to the Ministry of Construction, cement plants that feature kilns with 2,500-ton-clinker-per-day capacities are required to install waste-heat generating systems under Decree 21/01/ND-CP.

The decree was introduced on January 28, 2013, in a bid to reduce power use in energy-intensive industries like cement production. The government estimates that 200 megawatts (MW) worth of waste-heat power stations would result in about 20% in power savings.

To date, Vietnam is expected to generate 95 MW of waste heat from about 15 cement factories that fall under the specified capacity.

Investing $20 million, Chinfon Cement Corporation (Thuy Nguyen, Vietnam) is reported to be the first company to support the decree, and is developing one of the country's largest waste-heat power stations, which is expected to generate 12 MW at its Hai Phong cement plant.

Vietnam's largest cement manufacturer, Vietnam Cement Industry Corporation (Vicem) (Hanoi, Vietnam), also will support the decree and plans to build a 12-MW waste-heat power plant worth $29 million at its Bim Son cement plant, and another six-MW project worth $12 million in its Hoang Thach cement plant.

Tap Doan Cong Thanh (Ho Chi Minh, Vietnam), also known as the Cong Thanh Group, will spend $20 million to build a waste-heat project with a capacity of 11 MW at its Cong Thanh cement plant.
