In September 2005, TXI entered into a contract with Oro Grande Contractors (Oro Grande, California), a joint venture between AMEC Engineering (Tucker, Georgia) and Zachry Construction Corporation (San Antonio, Texas) to provide detailed engineering procurement, and construction services for the $350 million cement plant modernization at TXI’s Oro Grande cement plant. The existing 50-year old 1.3 million ton per year cement plant that operates seven kilns will be replaced with a new 2.3 million ton per year single kiln line. The kiln line, including a 400’ tall preheater/precalciner, is being supplied by equipment vendor Polysius Corporation (Atlanta, Georgia).

Mobilization and civil site preparation began during the fourth quarter of 2005. Currently, Oro Grande Contractors are pouring foundations and completing the underground electrical systems, which should be complete by July 2006. Oro Grande Contractors are activity seeking qualified craftsmen to work on the project and will subcontract out a small portion of the electrical and specialty crafts. One portion of the electrical that will be farmed out includes installation of above ground 15KV electricity transmission lines from the local electrical substation to the site. As many as 850 Zachry employees will be involved when site construction activity reaches its peak in 2006 and 2007. Completion of the project is scheduled for November 2007.

The plant was bought by TXI in 1997, and the modernization project subsequently put on hold in 1999. TXI performed various yearly evaluations of the project until the market was right to move forward.
