AEP Completes Construction of the 900 Megawatt Plaquemine Cogen

The 900-megawatt project, which started construction in December of 2001, is expected to be in full commercial operation by early March 2004. Both AEP and The Dow Chemical Company (NYSC: DOW) (Midland, Michigan) agreed to build the cogen on the same site with Dow's two existing polyvinyl chloride (PVC) chemical plants, after reaching a 20-year Power Purchase Agreement (PPA) with Tractebel Energy Marketing Incorporated, which is the U.S. trading and marketing unit of Tractebel SA (Brussels, Belgium). The 4-on-1 combined cycle project consists of four 172 megawatt (MW) dual fueled GE Power Systems MS7001FA Combustion Turbine Generators, four Vogt-NEM Heat Recovery Steam Generators, and a single 212 MW Alstom Power Incorporated Steam Turbine Generator. The new cogen will supply steam and electricity to both of the Dow plants as well as help to meet the growing needs of Iberville County.
