A New Haven for New Technology

Brazil has become one of the hot destinations for data centers. Its renewable power-generation matrix and recent efforts to ease data center development add to the country´s appeal, while international companies like Microsoft Corporation and Amazon already are operating in Brazil.

One example is Alibaba, which launched a cloud region in Brazil on August 27, 2026, featuring two new data centers. The announcement marks Alibaba's first cloud region in South America and its second in Latin America, after Mexico in February 2025.

"With secure, resilient local infrastructure, our AI+Cloud portfolio, and a growing partner ecosystem, we are supporting Brazilian enterprises as they build their cloud and AI capabilities and connecting them to Asia and the rest of our global network," said Allen Guo, the General Manager of Latin America Region for Alibaba Cloud Intelligence.

Industrial Info Resources is tracking more than 120 active data centers in Brazil, with companies such as Oracle, Odata, Equinix and Ascenty owning assets. Meanwhile, companies like Google, Microsoft and Amazon Web Services already offer cloud services. However, Brazil's prospects have yet to reach their peak.

According to Industrial Info Resources data, more than 260 data center projects in Brazil represent almost US$88 billion of investment. The largest share of developments are planned in Sao Paulo state, with 121 projects, followed by Rio de Janeiro and Ceara, both at 29 projects. Sao Paulo also leads in project value, at almost US$40 billion, followed by Ceara at US$9.4 billion.

Across South America, Central America and the Caribbean, Industrial Info Resources is tracking 445 data center projects, representing investments of US$158.6 billion. Brazil by itself accounts for more than half of the region's pipeline, underscoring its vast potential and growth.

Regional Opportunities Flourish

Alibaba's announcement comes at a crucial time. The Brazilian Senate may vote on the Redata bill between August 31 and September 4, after Brazilian President Luiz Inacio Lula da Silva met with the presidents of both parliamentary houses to prioritize the proposal.

Demand for data center capacity in Brazil is backed by the expansion of cloud computing and artificial intelligence (AI), which increasingly require higher computing power.

Redata seeks to lower data center development costs by suspending some federal taxes on eligible electronic components. At the same time, the bill aims to suspend import duties on specific equipment without a Brazilian-made equivalent, in order to lower upfront costs of developing such infrastructure in the South American country.

The bill also offers special benefits for projects in Brazil's North, Northeast and Center-West regions, and it includes tax benefits to domestic equipment manufacturers for qualifying data centers.

Besides the bill, Lula's government has made clear its interest in attracting investments toward data center developments. As an example, last year, Brazil's Finance Minister, Fernando Haddad, met with Silicon Valley executives to promote Brazil's data center policies and incentives.

Among Brazil's other benefits is its renewable-energy power matrix, which is dominated by hydropower. Meanwhile, solar and wind power plants and distributed systems continue to expand across the country, increasing supply for energy-intensive industries like data centers. developed in Brazil.
