Bank of America on Wednesday announced an initiative allocating $250 billion worth of financing and investment through July 4, 2027, for U.S. infrastructure projects--including data centers, power generation and transmission, and critical minerals, among other sectors. The initiative also includes advisory services.The Critical Infrastructure Finance Initiative will target three categories, the company said:
- Digital infrastructure, which includes data centers and computing infrastructure--such as hardware, computer chips and equipment--semiconductors and telecommunications
- Energy and power infrastructure, including conventional and renewable power generation, and energy storage
- Core infrastructure, which applies to electric and energy transmission, grid optimization, and critical minerals and mining, among others

In a press release, Karen Fang, Global Head of Infrastructure & Sustainable Finance and Co-Head of Global Capital Solutions at Bank of America said these infrastructure projects require "mobilizing capital at scale across increasingly interconnected sectors."
Bringing together capital providers, developers, corporations and investors, "delivering these projects requires integrated financing solutions spanning corporate and project-level capital in both public and private markets."
This comes as other financial institutions also have announced funding to support U.S. infrastructure projects. Morgan Stanley on August 10 said it plans approximately $1.5 trillion over the next decade to support technology and infrastructure, including artificial intelligence (AI), semiconductors, pharmaceuticals and critical minerals. JPMorgan Chase last year highlighted its own 10-year, $1.5 trillion program aimed at supporting infrastructure, including $10 billion for direct equity and venture capital investments.
U.S. Infrastructure Projects
Following the completion of Bank of America's advisory services, data center developer Related Digital and investment firm Blackstone in April announced they secured $16 billion in financing for a 1-gigawatt (GW)-plus, three-building data center campus in Saline Township, Michigan. The campus is specifically designed for Oracle as part of Project Stargate, a massive network of AI data centers across the country. Site work began in July, and overall construction of the first building could wrap up next year; work on the subsequent buildings could follow. Funds managed by Blue Owl Capital will own an 80% interest in the project, while Meta will retain the remaining 20% ownership while supervising construction. In critical minerals, J.P. Morgan was the sole financial advisor for U.S. rare earth giant MP Materials' $1 billion debt financing package to build a rare-earth mining and magnet-manufacturing supply chain backed by the Department of Defense. Related projects include a new rare-earth magnet complex in Northlake, Texas and the expansion of separation capabilities at the only operational commercial-scale rare-earth mining and processing facility in the U.S., in Mountain Pass, California. Earlier this year, J.P. Morgan announced a $75 million investment into Perpetua Resources, which hosts the U.S.' only reserve of antimony capable of meeting U.S. defense requirements for munitions.
