Researched by Industrial Info Resources (Sugar Land, Texas)--The National Development and Reform Commission has approved plans for a Phase II expansion of the 2,000-megawatt (MW) Huadian Lingwu Power Plant, owned by Huadian Ningxia Lingwu Power Generation Company Limited (Yinchuan, Ningxia), a joint venture of Huadian Power International Company Limited (SHA:600027) (Jinan, Shandong) (65%), the listed flagship of China Huadian Corporation, and Ningxia Electric Power Group (Yinchuan, Ningxia) (35%).

The plant, located in Lingwu City in northwestern China's Ningxia Autonomous Region, has a total planned capacity of 5,200 MW. Two 600-MW coal-fired units built in Phase I were put into operation in 2007. The Phase II expansion will feature two 1,000-MW direct air-cooled ultra-supercritical coal-fired units, along with flue gas desulfurization devices and flue gas denitration devices. The project is also listed as a key project in the Eleventh Five-Year Plan for Ningxia and as a demonstrative project for the localization of air-cooling equipment for 1,000-MW units in China. Compared to traditional water-cooled generating units, the project could save 26 million metric tons of water per year, or 80%, and reduce sulfur dioxide emissions by 63,000 metric tons per year.

The power plant will be built in two phases. Phase II will cost about $1.1 billion. The project will help to accelerate the localization of large air-cooling units in China and promote the construction of a thermal power base to transmit power from western regions to the east in Ningxia. It will help to ensure the sustainable development of an electric power industry in places rich in coal but poor in water resources. The facility will be one of the largest power plants in northwestern China region when it is completed in 2010.
