Engineering and procurement was overseen by Black & Veatch (Overland Park, Kansas). The construction was performed by multiple contractors. The 220-MW steam turbine was provided by Toshiba Corporation (TYO:6502) (Tokyo, Japan). The boiler was engineered by Babcock & Wilcox (Barberton, Ohio) and fabricated by Babcock & Wilcox Beijing Company Limited (Beijing, China)--both part of McDermott International Incorporated (Houston, Texas) (NYSE:MDR).
Allied Environmental Solutions Incorporated (Columbia, Maryland), a subsidiary of EnviroTherm GmbH (Essen, Germany), itself a joint venture of Allied Resources Corporation (Warren, Pennsylvania) (70%) and Aloe Investment Fund (Paris, France) (30%), supplied the air-quality equipment. The equipment consists of a circulating fluidized bed (CFB) scrubber, a pulse-jet fabric filter baghouse with an activated carbon injection system, and a scalping electrostatic precipitator for ash sales.
The water treatment system for the project is being provided by Eco-Tec Incorporated (Pickering, Ontario). This will consist of integrated water treatment components to include two trains of Double-Pass Eco-RO and Recoflo® polishers, which will result in a demineralized water quality of less than 0.1 µS/cm.
