Researched by Industrialinfo.com (Industrial Information Resources, Incorporated; Houston, Texas). Enbridge Incorporated (NYSE:ENB) (Calgary, Alberta) has filed regulatory applications for its $350 million Waupisoo Pipeline. The pipeline will be designed to carry 350,000 barrels per day of oil sands derived diluted bitumen from the oil sands rich Fort McMurray area to Edmonton Alberta, a distance of approximately 380 kilometers. The pipeline will originate at Cheecham, Alberta, just south of Fort McMurray, and will be composed of a dual pipeline transmission system.
The Waupisoo Pipeline is one of a growing number of pipelines designed to export bitumen from the oil sands producing areas of northern Alberta to the bitumen upgrading facilities located near Edmonton. In addition, at least four major pipelines have been announced to export upgraded bitumen to the U.S., as far as the PADD II region, and to the Pacific Coast of Canada, for export to the Pacific Rim in the form of synthetic crude. Right now, there is more than $38 billion in planned Oil & Gas Terminal and Transmission Industry projects in Western Canada.
The Waupisoo Pipeline dual system will include a 30" diameter main line to move diluted bitumen to the Edmonton area and 16" diameter condensate return pipeline to deliver condensate to the Cheecham terminal to be blended with the bitumen for the return trip. The Cheecham terminal will consist of four or more 150,000 barrel storage tanks and a pump station. There will be one additional pump station at the mid point of the pipeline. The pump packages will all be based on electric drive motors due to the availability of electricity in the area and its price in relationship to the price of natural gas.
Enbridge has awarded the engineering contract for the Waupisoo Pipeline to Upside Engineering Limited (Calgary, Alberta). One of the main construction contracts for the pipeline has already been awarded to the Edmonton office of Ledcor Group of Companies. The construction contract was let early to assure that a construction company was locked in for the project due to the strained construction resources of the area.
Enbridge hopes to receive its regulatory permit approvals some time in mid 2006 and construction is slated to begin in the spring of 2007, with a completion and in-service date set for 2008.
