Environmental Impact Assessment for Jidong Cement's Production Line in Harbin Receives Approval

Researched by Industrial Info Resources China (Beijing, China)--The environmental impact assessment (EIA) report for Jidong Cement Heilongjiang Company Limited's (Harbin, Heilongjiang) 7,200-ton-per-day cement production line in Harbin received approval from the Ministry of Environment Protection in July 2012, according to a recent announcement from the MEP.

According to the approval, Jidong Cement Heilongjiang Company will build a 7,200-ton-per-day new type of dry cement clinker production line, together with an associated limestone mine and a 12-megawatt (MW) waste heat power generating unit, in Yuquan Street Office, Acheng District of Harbin City, a site close to the existing plant area of Harbin Quanxing Cement Company Limited (Harbin, Heilongjiang). Construction of the project mainly comprises a raw material preparation device, coal powder preparation device, a cement clinker manufacturing, a cement grinding mill and low-temperature waste heat, as well as associated auxiliary and environmental protection facilities. Total investment in the project will be about $210 million, including $16 million for environmental protection. The approval of the EIA report indicates that construction of the project is ready to kick off shortly.

Jidong Cement Heilongjiang Company Limited is a subsidiary of Tangshan Jidong Cement Company Limited (SZ:000401) (Tangshan, Hebei), a leading cement producer in China. Early in March 2012, Tangshan Jidong Cement signed the joint investment agreement with the local government for the construction of the project. Presently, the project owner is working with Sinoma Geological Engineering Research Institute (Beijing) for the planning and scheduling of the project.

According to the schedule, the project will kick off by the end of this year and begin operations by the end of 2013. Upon completion, the project will be able to produce about 2.23 million metric tons per year of cement clinker and 3 million metric tons per year of Portland cement, including 1.5 million metric tons per year of PO42.5 and 1.5 million metric tons per year of PO32.5 cement.
