HMEL Commissions Guru Gobind Singh Refinery in Bathinda

Researched by Industrial Info Resources India (Delhi, India)--HMEL, a joint venture of Hindustan Petroleum Corporation Limited (BSE:500104) (Mumbai) and Mittal Energy Investment Pte Limited (Singapore), a Lakshmi N. Mittal Group company, finally commissioned its 190,000-barrel-per-day (BBL/d) Guru Gobind Singh Refinery in Bathinda, Punjab, at the end of first-quarter 2012.

HMEL began the construction of refinery in the third quarter of 2007, and it was expected that the refinery will be commissioned by 3Q11, but the commissioning was delayed. The pipeline that brings crude to the refinery is about 1,000 kilometers in length, running from Mundra, Gujarat, to Bathinda. The Mundra Port is a single point mooring (SPM) buoy that is capable of handling very large crude carriers (VLCC). The refinery also has a captive power plant of 165 megawatts (MW) for the refinery's power and steam requirements.

With the commissioning of the refinery, India has 22 operational refineries with a total capacity of about 4.3 million BBL/d. Of this, 17 public-sector refineries have a combined capacity of about 2.5 million BBL/d, three private-sector refineries have a combined capacity of about 1.5 million BBL/d, while the remainder is shared by two joint venture refineries.
