Marathon yesterday, May 4, experienced a hydrofluoric acid (HF) release on the 31,500-BBL/d HF Alky 3 at its 437,000-BBL/d Galveston Bay Refinery in Texas City, Texas, which prompted a shelter-in-place order for the surrounding community that was later rescinded. The same unit had been down for planned maintenance from April 2 to April 27. It is not known at this time if plant operations were affected.
Phillips 66 yesterday, May 4, initiated restart procedures on the 120,000-BBL/d FCCU at its 250,000-BBL/d Alliance Refinery in Belle Chasse, Louisiana, after being shut down on April 22 due to unknown issues. The unit is expected to return to normal operations over the next 24 to 48 hours.
Cenovus Energy Incorporated today, May 5, completed a 35-day planned turnaround of the 3,000-BBL/d Alky 2 unit at its 150,000-BBL/d Toledo, Ohio, refinery, which began on March 25.

Slavneft-YANOS has scheduled a planned maintenance turnaround at its 312,800-BBL/d Yaroslavl Refinery in Russia. The 49,800-BBL/d Distillate Hydrotreater (New GO BKK) unit is expected to go down in mid-May, with completion expected by mid-June.
Indian Oil Corporation Limited (IOCL) continues to operate the 150,000-BBL/d CDU 1 and 150,000-BBL/d CDU 2 at 85% and 80%, respectively, at its 300,000-BBL/d Panipat Refinery in India due to low demand as a result of the COVID-19 pandemic. As of now, tentative expectations are to resume normal operations by May 15.
LUKOIL-Permnefteorgsintez has started planned maintenance on five units at its 273,800-BBL/d Perm Refinery in Russia. The units were shut down at the end of April, and are expected to be gradually restarted by early June. Meanwhile, the 10,400-BBL/d Catalytic Cracker KK-1 unit was shut down at the end of March for unplanned maintenance, and the unit is expected to be restarted in early May.
