Industrial Info continues to monitor the aftermath of Hurricane Ida and its impact on refineries and power restoration in the New Orleans, Louisiana, surrounding area. Due to a prolonged loss of power, the following facilities remain shut down: Marathon's Garyville Refinery (530,000 barrels per day (BBL/d)), Phillips 66's Alliance Refinery (250,000 BBL/d), Shell's Norco Refinery (240,000 BBL/d), Valero's Saint Charles (230,000 BBL/d) and Meraux refineries (135,000 BBL/d), and PBF Energy's Chalmette Refinery (192,000 BBL/d). Total has delayed the start of a 55-day planned turnaround of four units -- from mid-September to October 1 -- at its 190,000-BBL/d Port Arthur, Texas, refinery, in order to produce product while other Gulf Coast refineries are offline due to Hurricane Ida.
International
Reliance Industries Limited (RIL) is operating its 760,000-BBL/d Jamnagar SEZ Refinery in India at approximately 87%, due to low demand as a result of the COVID-19 pandemic. Since August 31, the 380,000-BBL/d Crude Oil Distillation Unit (CDU) 1 has been operating at 83% and the 380,000-BBL/d CDU 2 has been operating at 90%. The units are tentatively expected to resume full throughput by September 15.
Abadan Oil Refining Company (AORC), on August 28, restarted the 90,000-BBL/d CDU 2 (U-75) at its 450,000-BBL/d (actual capacity: 405,000 BBL/d) Abadan Refinery in Iran. The unit had been under an unplanned shutdown since August 6 due to a technical issue.
Chennai Petroleum Corporation Limited's (CPCL) 66,000-BBL/d (design capacity: 56,000 BBL/d) CDU 1 at its 232,000-BBL/d (design capacity: 210,000 BBL/d) Manali Refinery in India is operating at 78%, due to low demand as a result of the COVID-19 pandemic. Separately, the 86,000-BBL/d (design capacity: 74,000 BBL/d) CDU 2 has been operating at 88% since August 10. Both units are tentatively expected to resume full throughput by September 20.
