Shell Chemical started a four-week planned maintenance turnaround of eight units in Area 2 at its 80,000-BBL/d Mobile Refinery in Saraland, Alabama, beginning with oil-out procedures on October 15 and mechanical work on October 18. Shell is in the process of selling this facility to Vertex Energy (NASDAQ:VTNR) (Houston, Texas).

Indian Oil Corporation Limited (IOCL)'s 150,000-BBL/d Crude Distillation Unit (CDU) 1 at its 300,000-BBL/d Panipat Refinery in India continues to operate at 85% due to low demand as a result of the COVID-19 pandemic. Normal operations are tentatively expected to resume by November 20.
Indian Oil Corporation Limited (IOCL), on October 17, was forced to shut down the 60,000-BBL/d Reformer at its 300,000-BBL/d Paradip Refinery in India due to leakage. As a result, the 79,200-BBL/d Naphtha Hydrotreater is operating at 84%, the 84,000-BBL/d Fluid Catalytic Cracking Unit (FCCU) is at 39%, and the 108,000-BBL/d VGO Hydrotreater is at 55%. The units are expected to restart by October 27.
Galp Energia SGPS SA continues to restart the Fabrica I and Fabrica II areas at its 225,000-BBL/d Sines, Portugal, refinery. The units involved include the Lone Crude Unit, 45,000-BBL/d FCCU, and associated units, which were shut down on October 12. The restart is expected by October 21, but the units will then be processing at 60% capacity for about four weeks.
