Pemex TRI's 325,000-BBL/d Salina Cruz, Mexico, refinery remains offline. All processing units were forced to shut down on June 23 due to a 7.4-magnitude earthquake off the coast of southern Mexico in Chiapas state. Inspections and repairs were being conducted on the steam turbine and 90,000-BBL/d Vacuum 2 units, which were affected by the shutdown.

Valero on June 26 restarted its 39,000-BBL/d Vacuum (combo unit), which was shut down on April 30, in Houston, Texas. The refinery is operating at reduced rates because of the lack of auto fuel and product demand due to the COVID-19 pandemic.

International
Reliance Industries Limited (RIL) continues to operate its 660,000-BBL/d Jamnagar Domestic Tariff Area Refinery in India at 91%. Previously, on May 26, the 330,000-BBL/d CDU 1 was forced to derate by 6%, while the 330,000-BBL/d CDU 2 was derated by 12%, due to low demand as a result of COVID-19. As of now, the units are expected to resume normal operations by June 30.

Gazprom Neft PAO Moscow completed an unplanned shutdown of the 14,300-BBL/d kerosene hydrotreater L-24/5 (right stream) unit at its 243,000-BBL/d Moscow Refinery in Russia. The unit was shut down in late April and restarted on June 20.

Petrobras once again has rescheduled a 30-day major turnaround, which was initially set for May, at its 189,000-BBL/d REFAP Refinery in Brazil. The major turnaround includes the 94,000-BBL/d Crude 2, 40,000-BBL/d RCCU, 31,450-BBL/d Cracked Naphtha HDS and associated units. Due to COVID-19, the event has been further delayed, and a new date has not been set. The refinery has been processing at 60% since March 30.
