New LNG Receiving Terminal Proposed for Tribal Lands in Maine

Quoddy Bay LLC (Augusta, Maine) is planning to construct a new LNG receiving and re-gasification terminal on Passamaquoddy Tribal Land near Eastport, Maine. The proposed facility will have a daily LNG regasification and natural gas send out capacity of approximately 500 million cubic feet per day and will be designed to be expandable to one billion cubic feet per day. The $300 million LNG terminal will incorporate LNG carrier unloading facilities, two 160,000 cubic meter cryogenic LNG storage tanks, and regasification facilities. In August of 2004, the tribal council voted in favor of the proposal and Quoddy Bay expects to file with the FERC in late 2004.

Quoddy Bay expects to select multiple E+P+C firms in early 2006 and begin construction on the new LNG facility in the summer of 2006, with a completion date targeted for some time in 2009. New England has enough demand for natural gas and excess pipeline capacity to support two large LNG receiving terminals or several smaller ones.

Quoddy Bay LLC is partly owned by Oklahoma businessmen from Smith Cogeneration LLC (Oklahoma City, Oklahoma) and two other partners. Smith Cogeneration has two operational power facilities, located in Oklahoma and in Puerto Plata, Dominican Republic and rated at 110-megawatts and 185-megawatts respectively. Smith Cogeneration has further plans for other international power projects.
