Summary
Petrobras receives international recertification for reduced carbon intensity of its SAF. Brazil's ProBioQAV establishes progressively higher emissions-reduction targets for domestic aviation, beginning in 2027. IIR is tracking six SAF-related projects at Petrobras refineries representing US$560 million in investments.Refinery's SAF Production Among the Lowest Carbon Intensity on the Market
Petrobras, the Brazilian energy company, obtained in October an international recertification for the reduced carbon intensity of its sustainable aviation fuel (SAF) from the Duque de Caxias refinery (REDUC).
Petrobras reported a 23.8% reduction in the carbon intensity of REDUC's SAF made with technical corn oil, attributing the decrease to updated hydrogen inputs, placing the refinery's production among the lowest carbon intensity on the market.
"Reduc's achievement demonstrates that reducing emissions associated with SAF depends not only on the use of certified feedstocks, but also on the continuous pursuit of process solutions capable of reducing the carbon footprint of the inputs used in production," said Petrobras' Director of Industrial Processes and Products, William Franca.
Brazil and International Policy Driving SAF Demand
Brazil's Fuel of the Future Law established measures to expand lower-carbon fuels and reduce emissions. Domestically, the ProBioQAV, which is Brazil's national SAF program, has set a progressive increase in emissions reduction targets from 1% to 10% between 2027 and 2037.
Internationally, however, the Carbon Offsetting and Reduction Scheme for International Aviation (CORSIA) establishes obligations to offset emissions from international flights using an 85% of 2019 emissions as a baseline.
According to Brazil's Energy Research Office (EPE), the estimated demand for SAF in Brazil in 2027 could range between 1 billion and 3 billion liters, growing through 2037 to between 3.2 billion and 9.1 billion liters of SAF.
EPE also forecasted SAF annual supply in Brazil from announced commercial-scale projects could reach 2.1 billion liters by 2030 and 3.6 billion liters by 2035.
Petrobras has Six New SAF Unit Addition Projects in Active Development
In 2025, Petrobras announced its first domestic volumes of SAF, delivering 3 million liters to distributors serving Galeao International Airport in Rio de Janeiro. Meanwhile, between April and June, the company sold 6.1 million liters of coprocessed SAF from REDUC with 1% renewable content.
Industrial Info Resources is tracking six SAF-related unit addition projects at Petrobras refineries across Brazil, representing US$560 million in investments. The projects are distributed across Petrobras' Riograndense Refinery, Presidente Bernardes Refinery (RPBC), Henrique Lage Refinery (REVAP), Gabriel Passos Refinery (REGAP), Paulinia Refinery (REPLAN), and REDUC.
According to Petrobras, the company is in the process of certifying its co-processed SAF output at REVAP.
Key takeaways
- Petrobras receives international recertification for lower-carbon SAF from REDUC.
- ProBioQAV raises domestic emission-reductions targets from 1% in 2027 to 10% in 2037.
- IIR is tracking six SAF-related projects at Petrobras refineries worth US$560 million.
