Storm Overview

Tropical Cyclone Hayley developed rapidly in the southern Indian Ocean as a tropical low overnight on Sunday, before intensifying into a tropical cyclone on Monday. Rapid intensification continued as Hayley moved across warm waters and was supported by favorable upper-level winds. By Tuesday, it rapidly intensified to severe tropical cyclone (STC) strength with 195-kilometer-per-hour (kph) (120-mile-per-hour) winds (Saffir-Simpson Category 3). During this time, warnings were in place for the Dampier Peninsula and adjacent coastal waters.

STC Hayley made landfall on Tuesday afternoon at Australian Western Standard Time (AWST) (≈ 09:00 UTC/4:00am EST) across the tip of the Dampier Peninsula coastline and then tracked eastward along/just inland of the Kimberley coast.

As of 10:00pm AWST Tuesday, reporting indicated Hayley had been downgraded to Category 2, with sustained winds near 110 kph (70 mph) and gusts up to 155 kph (95 mph), positioned northwest of Derby and moving inland while gradually weakening.

Guidance continues to favor further weakening overnight into Wednesday as the circulation moves inland across Kimberley, with damaging winds and flooding rains expanding inland even as peak coastal gust potential diminishes.

Industry Impacts

The most immediate economic exposure has been logistics continuity. On the Dampier Peninsula, conditions and warnings led to transport disruption, including closures affecting the Broome-Cape Leveque Road corridor, which is critical for moving supplies, workforce and emergency services between Broome and northern communities.

In Broome, officials established an evacuation center and urged to shelter as conditions deteriorated. That posture typically cascades quickly into reduced industrial activity, including fuel distribution and contractor mobilization. These issues will continue to impact recovery operations, particularly with utilities that are threatened by wind-driven damage.

For port and marine activity, the operational risk includes wind and sea-state constraints for pilotage, berthing, and moorings, along with rainfall and visibility impacts that complicate vessel movements and waterside work. Kimberley Ports Authority suspended vessel movements, pilotage services and berth operations at the Port of Kimberley. Similar restrictions were in effect for the ports of Broome and Derby.

Mining operations across the Dampier Peninsula and King Sound region of northern Western Australia have been ceased for today, though work at the Thunderbird Mineral Sands Mine & Processing facility was expected to resume Wednesday.
