Texas Utilities Involved in Major Power Plant Upgrades

Coleto Creek Power Limited Partnership (Fannin, Texas) is conducting preliminary engineering for a baghouse installation project at its Coleto Creek Power Station in Fannin, Texas, that will be designed to reduce particulate matter. The installation is scheduled to take place in the first quarter of 2007.

Situated in Goliad County, the Coleto Creek facility consists of one 555-megawatt (MW) General Electric tandem-compound turbine/generator set powered by a Combustion Engineering tangential-fired dry bottom boiler that became operational in 1980. With Alstom Power (Knoxville, Tennessee) providing engineering services and AMEC (Tucker, Georgia) performing the installation, the project completion is slated for May of 2007.

This is one of more than $39 billion worth of Power Industry projects planned in Texas with construction kick-offs in 2007 or beyond. These projects include over 38 gigawatts of proposed unit additions in the state, dominated by coal and nuclear projects.

NRG Texas, LLC (Houston, Texas), formerly Texas Genco, also has plans of its own. The company intends to increase the output of Unit #6 and Unit #7 at the eight-unit W A Parish Power Station (Thompsons, Texas). The 649 MW Unit #6 consists of a coal/gas Babcock & Wilcox opposed-fired dry bottom boiler and will be increased by 60 megawatts in 2010. The 556 MW Unit #7, which utilizes a Siemens Westinghouse turbine/generator set and with a Combustion Engineering tangential-fired dry bottom boiler, will be increased by 40 megawatts in the first quarter of 2008.

TXU Power, Incorporated (Dallas, Texas), a subsidiary of TXU Corporation (NYSE:TXU) (Dallas, Texas), is already planning ahead for its three-unit 1,979-megawatt Monticello Power Station (Mount Pleasant, Texas) by scheduling a 28-day outage on Unit #1. The 593-megawatt unit is installed with a Siemens Westinghouse turbine/generator set and an Alstom Combustion Engineering tangential-fired dry bottom boiler. Unit #1 will be complete in the first quarter of 2007, and Unit #2 in the spring of 2008 (same capacity). The project scope is still being developed for a scrubber upgrade on Unit #3, which produces 793 megawatts, is also scheduled in the first quarter of 2008. The existing wet scrubber that serves all three units will be upgraded by replacing the sprayers and refurbishing the limestone handling system. Plans to install selective catalytic reduction (SCR) on all the units to reduce nitrogen dioxide (NOx) emissions is still under development.

Being the third largest municipal utility in Texas, Garland Power & Light System (Garland, Texas) is preparing the preliminary design for major upgrades over the next two years at its 345 MW Ray Olinger Power Station in Nevada, Texas. The 156 MW Unit # 3 with a General Electric turbine/generator, will have a major upgrade in the spring of 2008 with generator rewinds plus refurbishments to other components.
