Summary
Billions of dollars in investments are targeting operations in the U.S. territorial waters of the Gulf of Mexico. Federal estimates, however, show production is on a downward trend.
BP Leads the Way
With offshore production again making sector headlines, Industrial Info Resources is tracking billions of dollars' worth of investments in grassroots projects int the Gulf of Mexico.
British supermajor BP is one of the top investors, with a platform planned for the Kaskida oil field in the Gulf. The project is planned for completion in October 2029. Initial production from first wells should reach more than 80,000 barrels per day and it will increase as the number of wells continue to be drilled.
Another project targets a floating production unit (FPU) for BP at the Tiber prospect in the Gulf. With completion expected by 2030, Industrial Info finds the program would target another 80,000 bpd for the British energy giant.
The Gulf of Mexico accounts for about 15% of total U.S. oil production. Much of the offshore production was spared by Hurricane Isaias, which saw producers shut in some 70% of offshore production at its peak last week. With the storm falling apart over the weekend, much of that has already been restored. For more on that, see October 13, 2026, article - Hurricane Isaias Spares U.S. Energy Infrastructure.
Federal oil drilling leases for the Gulf have been lackluster relative to previous years. A lease in the Gulf of Mexico from earlier this year received 38 bids totaling nearly $47 million, far less than a December lease that drew $279.4 million in bids, and also the lowest lease sale response in nearly a decade.
Interest is There, But Production Trends Point Lower
Interest remains, however. On Tuesday, fleet operator Seadrill said it secured a 25-day contract with upstream company Kosmos Energy for the Sevan Louisiana drillship, with operations in the U.S. Gulf expected to commence next month.
"Our strong commercial execution continues to enhance 2027 revenue visibility, with over 85% of available drillship days across the fleet contracted, and we remain well positioned to translate these contracts into stronger earnings and free cash flow," Chief Executive Officer Samir Ali said in a statement.
Industrial Info Resources finds Kosmos behind a handful of projects in the U.S. Gulf. Its Kodak subsea installation supports 20,000 bpd in crude oil production.
The federal government, however, is expecting a downturn in offshore crude oil production. The Energy Information Administration, the statistical arm of the U.S. Department of Energy, said in a regular monthly market report for October that offshore oil should average 2.03 million bpd this year, falling to 1.9 million bpd by 2027. That would be lower than the year-ago average of 1.94 million bpd, should the forecast prove accurate.
That comes as the Organization of the Petroleum Exporting Countries outlines its latest estimate on global crude oil demand. Last year, it was largely China and the other Asian economies that drove growth annually by 1.4 million bpd.
With mounting economic pressures coming from U.S. tariff policies and the geopolitical risk premium on commodity prices, OPEC economists in a report published Tuesday said growth this year should be sluggish at just 200,000 bpd.
By the Numbers
- 2.03 million bpd: Expected U.S. Gulf oil production this year
- 200,000 bpd: Global production growth expected in 2026 by OPEC economists
Key Takeaways
- BP still leads in the Gulf of Mexico.
- Seadrill lands a contract for a drillship from Gulf player Kosmos Energy.
