DOE's Loan Supporting PJM, Vistra

The U.S. Department of Energy (DOE) said its $4.2 billion package would finance nuclear uprates and modernization across Vistra's nuclear fleet in Pennsylvania and Ohio, which serves the 13-state PJM Interconnection service area.

A press release from the DOE's Office of Energy Dominance Financing (EDF) says the loan would support 433 megawatts (MW) of new nuclear capacity and preserve nearly 4 gigawatts (GW) of baseload power to help meet "growing electricity demand in Pennsylvania, Ohio, and across the PJM region."

The PJM Interconnection is the grid manager for an estimated 67 million people living in parts of 13 Mid-Atlantic and Midwestern states, including Pennsylvania, Ohio, Illinois and New Jersey, among others. Industrial Info Resources data show $53 billion worth of active and proposed nuclear-power projects across the PJM's service area, although nearly all of the investment is in the pre-construction stages.

The PJM projects 30-34 GW of new large-load demand by the early 2030s and as much as 70 GW by 2038, primary driven by artificial intelligence needs and data centers. For reference, the entire system peaked at 156 GW this summer.

The DOE funding will go to Vistra's three plants in Pennsylvania and Ohio: the Perry and Davis-Besse Nuclear Power Stations in Ohio and the Beaver Valley Nuclear Power Station in Shippingport, Pennsylvania.

Vistra's planned investments, the agency said, "will produce more electricity from existing nuclear plants without requiring new transmission corridors or equivalent new generation resources, while supporting the plants' operation for an additional 20 years beyond their existing licenses." Beaver Valley units 1 and 2 are licensed through 2036 and 2047, respectively, while Davis-Besse is licensed through 2037. Perry is licensed to operate through 2046.

While power from the plants flow into the broader PJM grid, earlier this year, Vistra announced a 20-year power purchase agreement (PPA) with Meta Platforms Incorporated, the parent company of Facebook, in which Meta would purchase 2,176 megawatts (MW) of existing generation from Perry and Davis-Besse, as well as 433 MW of new capacity planned through 2034 from these plants and the Beaver Valley Nuclear Power Station in Shippingport, Pennsylvania. At the time, Vistra said it expected payments from the Meta PPA would handle any costs associated with the capacity uprates.

Industrial Info Resources data show Vistra is weighing steam generator replacements at Davis-Besse and Beaver Valley. The company aims to extend service lives and increase output about 10% to 15% at Davis-Besse's 901-MW Unit 1 and Beaver Valley's 911-MW Unit 1. The DOE's conditional loan commitment also includes an option to finance potential future uprates at Vistra's 2,400-MW Comanche Peak Nuclear Power Plant in Texas.

Vistra must satisfy certain conditions before the agency can fund the loan.

In August, Vistra estimated about $2.59 billion for its 2026 capital expenditures, which includes fuel purchases for its fleet of nuclear plants. The company also said it expects to allocate between $4.5 billion and $5 billion over the 2026-27 period to what executives called "accretive growth investments."
