Researched by Industrial Info Resources Latin America (Cordoba, Argentina--Ecuador's Instituto Nacional de Preinversion (INP) (Quito, Ecuador) is assessing the feasibility for the construction of an $800 million urea and ammonia plant in Quito. Pre-investment research started in September 2011, and the prospective kick-off date for construction is January 2014. The construction process would last two years, concluding in December 2015. Due to the early stage of the planning, the building and EPC contractors have not yet been selected.

The INP is a government-run operation in charge of regulating and developing pre-investment processes and studies in order to start up publicly owned entities, as outlined in the Plan Nacional del Buen Vivir (National Wellbeing Plan). This plan seeks to improve the quality of investments made by the state and the investment in strategic sectors, as well as raising the output in products and services furnished by publicly owned enterprises.

So far, the largest investments planned and executed by the INP are for improvements in matters of transportation (nearly $2 billion), water ($1 million) and electricity and renewable energy (nearly $750,000). The Quito plant is the first chemical venture involving more complex processes.

Although the output and the exact location of the plant have not been determined, the $1.25 billion project will produce a significant amount of nitrogenous fertilizer that is intended to be used within Ecuador, leading the way to a higher degree of self-sufficiency in regard to the country's production and consumption of fertilizers. The price contrast between imported fertilizer products and nationally produced and distributed fertilizers should present significant savings to Ecuador's agricultural sector.
