Alberta Issues Incentives Grant for Petrochemical Project Development

Inter Pipeline Limited (TSX:IPL) (Calgary, Alberta) announced this week that the company received a boost for its Heartland Petrochemical Complex (HPC) near Fort Saskatchewan in the form of a government grant as Alberta seeks to expand its petrochemical production footprint.

Researched by Industrial Info Resources (Sugar Land, Texas)--Inter Pipeline Limited (TSX:IPL) (Calgary, Alberta) announced this week that the company received a boost for its Heartland Petrochemical Complex (HPC) near Fort Saskatchewan in the form of a government grant as Alberta seeks to expand its petrochemical production footprint.

The C$408 million ($325 million) grant comes as part of the Alberta Petrochemicals Incentive Program, which provides funds for the development of petrochemical facilities in the province. Dale Nelly, Alberta's associate minister of natural gas and electricity, said, "Projects like this are exactly what the province needs to become a global center of excellence in the growing petrochemical sector."

Inter Pipeline's HPC will include a propane dehydrogenation (PDH) unit that will use locally sourced propane to produce 525,000 metric tons per year of propylene. Construction began in 2018, and the facility is expected to begin operations early next year. Fluor Corporation (NYSE:FLR) (Irving, Texas) is providing engineering on the project, and Kiewit Corporation (Omaha, Nebraska) is the general contractor. Industrial Info is tracking nearly $46 billion in PDH projects across the world, including more than $9 billion worth in the U.S. and Canada. Among the other North American PDH projects is Enterprise Products Partners LP's (NYSE:EPD) (Houston, Texas) PDH Unit 2 at the company's complex in Mont Belvieu, Texas. This second unit will essentially double the size of the complex's PDH production capacity, using 35,000 barrels per day of propane to achieve 1.65 billion pounds per year of propylene production. While the project's start was delayed by the COVID-19 pandemic, construction now is underway and is expected to be completed in the first half of 2023. Other potential PDH projects in the U.S. include Formosa Plastics Group's (Taipei, Taiwan) proposed PDH unit in Gramercy, Louisiana. By far, China has the largest amount of proposed PDH projects. Among those that could start construction soon is Kaijin Energy Company Limited's (Wenzhou, China) planned PDH unit in Wenzhou. The facility plans to use LyondellBasell (NYSE:LYB) (Houston) technology to produce 900,000 metric tons per year of propylene.
