DOE's Loan

The U.S. Department of Energy (DOE) said its $3.26 billion, 30-year loan package will finance about 100 AEP Texas transmission projects, including rebuilding or reconductoring existing transmission lines and constructing new transmission infrastructure spanning roughly 2,800 miles. AEP Texas is a unit of American Electric Power and operates in the Electricity Reliability Council of Texas (ERCOT) service area.

"By expanding transmission capacity, the projects will help meet rapidly growing electricity demand from data centers, advanced manufacturing, and oil and natural gas development in the Permian Basin," the DOE said in a press release. Industrial Info Resources data shows the highest-valued planned AEP Texas project is the Howard-Solstice Transmission Line project, which entails building about 300 miles of overhead line from AEP's Solstice Substation near Fort Stockton to CPS Energy's Howard Road Substation near San Antonio. The Howard-Solstice project is pending regulatory approval from the Public Utility Commission of Texas (PUCT), which determines the final line route. AEP said in March it expected to receive a response this summer.

AEP also is planning an upgrade of the Solstice Substation to accommodate the new line. The GMI database offers more information on the transmission line and substation projects. This transmission line will support the expansion and electrification of the west Texas oil and gas industry and the region's communities, according to a company press release. Another similar project still requiring regulatory approval is the Bluff Creek-Mulberry Creek transmission line rebuild in West Texas. AEP also is building out transmission lines to meet the load growth it expects to come from data center construction.

According to the company, AEP Texas has signed letters of agreement (LOAs) supporting up to 41 gigawatts (GW) of potential new load additions in ERCOT through 2030. All of that contracted load meets the standards under Texas Senate Bill 6, which was signed into law in June 2025.

As part of the company's first-quarter 2026 earnings results in May, AEP said the rollout of the law this summer will enhance certainty around interconnection timing for the incremental load growth in Texas. The law defines large loads as facilities requiring 75 megawatts or more and requires such facilities to pay a larger share of transmission infrastructure costs.

In the earnings call, Chief Executive Officer William J. Ferhman said 53 GW of a total 63 GW of incremental contracted load expected by 2030 is in Texas and Ohio, "requiring large-scale transmission projects." The additional 10 GW is for power generation. Nearly 90% of the 63 GW of load is attributed to data centers.

However, Chief Financial Officer Trevor Mihalik said the timing for building transmission and distribution infrastructure is "highly dependent on the supporting generation. In short, the question is not whether the demand exists, but when it comes online in ERCOT."

AEP's $78 Billion Five-Year Capital Plan

AEP in May announced plans to raise its five-year capital plan from $72 billion to $78 billion, but $3.5 billion of the $6 billion increase is attributed to recently approved transmission projects in non-ERCOT service areas: the PJM Interconnection LLC (PJM) and Southwest Power Pool Incorporated (SPP).

Pointing directly to ERCOT, Mihalik in the call said the signed load agreements in ERCOT require customers to secure land, complete interconnection studies, provide detailed load forecasts, and fully fund related construction costs. "This structure acts as an effective filter, ensuring projects advancing into our forecast are well developed, financially backed, and executable. With that framework in place, we are working closely with ERCOT and other stakeholders to advance solutions that will support the significant and growing demand."
