Petroleum Refining Highlights
Phillips 66 has reduced operating rates by about 45% at its 250,000-barrel-per-day (BBL/d) Alliance Refinery in Belle Chase, Louisiana, due to a fall in fuel demand.

South Africa's Engen Petroleum Limited was forced to shut down its 125,000-BBL/d Durban refinery. The refinery is tentatively expected to restart by April 17.

China's Shandong Huifeng Petroleum and Chemical Company Limited returned its 36,000-BBL/d Zibo Refinery in Shandong to normal operations on March 31. The refinery was forced to cut rates by 50% for health, safety and economic reasons on February 13.

Petrochemical Highlights
Methanex has slowed spending for its Geismar 3 methanol unit addition in Louisiana. Methanex will reduce spending by $500 million over the next 18 months, although project activities haven't stopped completely. Work will continue for key portions of the project so that full-scale construction can resume quickly when the market improves.

Argentina's Pampa Energia has reduced production rates by 50% at its 34.17 million-pound-per-year (Lb/year) ethylene and 85 million-Lb/year ethylbenzene units at the Puerto General San Martin plant due to the pandemic. The duration of the slowdown has not been specified.

Clorox Argentina's chlorine plant in Buenos Aires is working at full capacity, with maintenance and operation personnel on site to ensure supply needs are met during the health crisis.

Advanced Petrochemical Company in Saudi Arabia has delayed its grassroot propane dehydrogenation (PDH) project. The plant is expected to produce 1.65 billion Lbs/yr of propylene.

Sipchem Chemicals Company (SCC) has postponed a 25-day annual turnaround at its petrochemical complex located in Jubail, Saudi Arabia, due to the outbreak. The turnaround is likely to take place in July.

Egyptian Propylene & Polypropylene Company has delayed the restart of its PDH and polypropylene units, which had been scheduled for March 27.

Power Highlights
Construction of the Vogtle Nuclear units 3 and 4 in Georgia, which are scheduled for completion in 2021 and 2022, respectively, is progressing at this time, but it is possible that construction could stop due to the COVID-19 outbreak.

EDF's Hinkley Point C Nuclear site in the U.K. has reduced its workforce by half.

In France, EDF is decreasing staff levels at its Flameville Nuclear Power Plant due to the outbreak. Some workers at the Fessenheim, Belleville and Cattenom nuclear power plants have tested positive for the virus.

Metals & Minerals Highlights
This week, several companies announced temporary shuttering of plant operations. Alliance Resource Partners has idled all of its mines in the Illinois Basin until at least April 15. This includes Gibson County Coal in Indiana, Hamilton County Coal in Illinois, River View Coal in Kentucky and Warrior Coal in Kentucky. In March, 158 Metals & Minerals Industry plants were shuttered temporarily due to precautions being taking in response to COVID-19.

So far, there have been 351 Metals & Minerals projects totaling $52 billion delayed as a direct result of the pandemic.

Oil & Gas Terminal Highlights
United Riverhead Terminal is only allowing essential personnel onsite due to COVID-19. The terminal is located in Riverhead, New York, and has a storage capacity of more than 5 million barrels of refined petroleum products.
