The town, with a population of about 18,000 people, is excited that global oilfield steel tubing producer Tenaris S.A. (NYSE:TS) (Luxemburg) is building a new oil country tubular goods manufacturing plant in the city, at a 1,500-acre site located off of Highway 35 in Matagorda County.

Like any big manufacturing plant, the project will bring significant economic development to the area. In addition to the 600 new jobs and a capital outlay, which could reach $1.5 billion, numerous suppliers, contractors and service companies will benefit, including the Port of Freeport, which will serve as the company's main shipping terminal. The Port of Freeport will hire about 25 people to handle the expanded throughput.

The plant will include a 600,000-ton-per-year seamless pipe production mill. Feedstock for the pipe mill, in form of 40-foot-long steel billets, will be delivered to the Port of Freeport from a sister steel mill in Mexico. From the port, the billets will travel by train to the plant site.

The company had a ceremonial groundbreaking at the site in early September. It expects significant construction activity to begin by the end of the year.
