Billion Dollar Hydroelectric Project in Mexico Suspended
CFE provides services of generation, transmission and distribution of electrical power services to nearly 80 million citizens.
Released Tuesday, September 18, 2007
Researched by Industrial Info Resources (Sugar Land, Texas)--After last Augusts provisional suspension decreed by a federal judge in Acapulco on September 14, 2007, a Mexican Federal Judge, Livia Larumbe Radilla (Guerrero state), ordered a definitive suspension on all works on CFEs 900-megawatt La Parota hydroelectric project, on the Papaguayo River 28 kilometers from Acapulco, Mexico.
CFE provides services of generation, transmission and distribution of electrical power services to nearly 80 million citizens. La Parota, which is part of the Mexican Southern Pacific Renewable Development Program, includes the construction of a 162-meter-high dam, the installation of three 300 MW hydro turbines with water supply and auxiliary equipment to supply the local grid. The National Water Commission (Comision Nacional de Agua, Conagua) awarded the project, which was approved by Mexicos Natural Resources and Environmental Secretary (Semarnat) in July 2006.
Cedma, the Mexican environmental rights center, presented the suspension, which states a violation to the ecological equilibrium and environmental protection law (LGEEPA) and the National Waters Law (LAN) as a result of a plea brought by the Cacahuatepec indigenous community. Moreover, Cedma claims that the dam would cause irreversible damage to the environment and impact local communities by affecting the quality and quantity of the water in the Papaguayo River. According to CFE authorities, the company plans to start up La Parota hydroelectric plant in 2014; however, since the suspension is valid until a verdict is reached, the timing of the project may be delayed.
