Researched by Industrial Info Resources (Sugar Land, Texas)--Harris County, Texas, home to the world's energy capital, Houston, is one of the strongest centers of industrial activity along the U.S. Gulf Coast, with $9.9 billion worth of industrial projects under construction. The Chemical Processing Industry leads the way in terms of project value, with more than $7.2 billion worth of projects, followed by the Industrial Manufacturing Industry.

One of the largest projects underway is LyondellBasell Industries NV's (NYSE:LYB) (Houston, Texas) propylene oxide/tertiary butyl alcohol production (PO/TBA) plant in Channelview, Texas. The plant, which is scheduled to be completed during the fourth quarter of this year, will produce approximately 1 billion pounds per year of PO and 2.2 billion pounds per year of TBA, which will be used to produce oxyfuels. According to LyondellBasell, the plant will be the largest PO/TBA plant in the world and represents the single-largest investment in the company's history. Construction kicked off in late 2017 but was slowed due to the onset of the COVID-19 pandemic. LyondellBasell says the plant's products will be sold to both domestic and global customers. The demand for single-use plastics has increased in the wake of COVID-19, and with it, projects for the building blocks of plastic materials, such as ethylene and polyethylene. While Chevron Phillips Chemical Company (The Woodlands, Texas) scouts the Texas Gulf Coast for the location of a new world-scale facility to produce ethylene and derivatives, other producers are underway with projects, such as TotalEnergies' (NYSE:TTE) (Courbevoie, France) Project Borstar in Pasadena, Texas, which upon completion will produce 1.38 billion pounds per year of high-density and linear low-density polyethylene. Exxon Mobil Corporation (NYSE:XOM) (Irving, Texas), which completed a world-scale ethylene and derivatives project last year with joint venture partner Saudi Basic Industries Corporation (SABIC) (Riyadh, Saudi Arabia), is extending its Texas investments with unit additions at its olefins plant in Baytown to produce polymer and linear alpha olefins, complete with a rail system, control building and interconnecting feed lines between the units. The Industrial Manufacturing Industry runs a distant second place in terms of the value of projects under construction in Harris County, at a little more than $2 billion. The projects vary in type, ranging from airport upgrades to distribution centers to rail spurs. Included in this category is United Parcel Service's (NYSE:UPS) (UPS) (Sandy Springs, Georgia) expansion of its Houston distribution center. The project will come close to tripling the size of the existing facility with the construction of a 650,000-square-foot building expansion, along with up to three support buildings totaling 200,000 square feet. Other projects falling under the Industrial Manufacturing category include the dredging of parts of the Houston Ship Channel and Bolivar Roads Channel to widen the existing channel from 530 to 700 feet and constructing an island using dredged material to make the Ship Channel safer and allow the port to handle Neo-Panamax container ships, which can carry up to 15,000 twenty-foot-equivalent units. The Pharmaceutical-Biotech Industry rounds out the top three industries with projects under construction in Harris County. Such projects include 2ML Real Estate Interests Incorporated's (Houston) construction of a five-story, 270,000-square-foot facility equipped for research and development activities of various biotechnology, pharmaceutical and life science companies along with hospitality-related space. Construction kicked off about six months ago and is planned to be completed early next year.
