The venture was formed by Chiyoda Corporation (TYO:6366) (Yokohama, Japan), Chicago Bridge & Iron (NYSE:CBI) (CB&I) (The Hague, Netherlands) and Saipem S.p.A (OTC:SAPMY) (Milan, Italy).
Arrow Energy, the project operator, is an Australian coal and seam gas exploration and production company that is equally owned by PetroChina Company Limited (NYSE:PTR) (Beijing) and Royal Dutch Shell plc (NYSE:RDS.A) (The Hague, Netherlands). The project partners are due to make a final investment decision on the first Phase, two LNG train production plant, the Arrow Surat Pipeline and Surat Basin natural gas fields upstream development by the beginning of 2013. The 8 million-metric-ton-per-year Arrow Energy LNG Production Plant will be situated on Curtis Island, offshore of Gladstone, in central Queensland, Australia, in the same proximity as three other large-scale LNG production plants.
The LNG Hub that is under development is to include the Queensland Curtis LNG plant (QCLNG), owned and operated by QGC (ASX:QGC) (Brisbane, Australia); the Australia Pacific LNG plant (APLNG), owned by project operator ConocoPhillips (NYSE:COP) (Houston, Texas), Origin Energy Limited (OTC:OGFGF) (Sydney, Australia) and PetroChina; and the Gladstone LNG plant (GLNG), owned by project operator Santos Limited (OTC:STOSF) (Adelaide, Australia), Petronas Gas Berhad (KUL:PETGAS) (Kuala Lumpur, Malaysia), Total S.A. (NYSE:TOT) (Paris, France) and Korea Gas Corporation (SEO:036460) (KOGAS) (Seoul, South Korea). The QCLNG, APLNG and GLNG liquefied natural gas plant projects have all been sanctioned and will become operational between 2014 and 2016. If the Arrow Energy LNG Phase I project proceeds, it will be operational by 2017. Phase II will enhance the Arrow LNG production capacity to four trains and 16 million metric tonnes per year.
The contract was won against tough competition from three other project-devised consortiums. The first was made up of Leighton Holdings Limited (ASX:LEI) (Sydney), John Holland (Melbourne), KBR Incorporated (NYSE:KBR) (Houston) and China Huanqiu Contracting & Engineering Corporation (HQCEC) (Beijing). JGC Corporation (TYO:1963) (Tokyo, Japan), Clough Limited (ASX:CLO) (Perth) and Technip S.A. (OTC:TNHPF) (Paris) formed another consortium. Foster Wheeler AG (NASDAQ:FWLT) (Clinton, New Jersey) and WorleyParsons (ASX:WOR) (Sydney) was another duo that tendered for this project. The WorleyParsons and Foster Wheeler joint venture performed FEED on the West Australian, Woodside Petroleum-operated, Pluto LNG project, and continued work on the project with the awarding of the EPC contract; it is now in the final stages of construction and commissioning.
This is the second FEED contract on an Australian LNG project to be awarded to Chiyoda, Saipem and CB&I as a joint venture team. CJV was awarded the FEED contract for the Browse LNG development at James Price Point, Western Australia, in February of this year. The Woodside Petroleum (ASX:WPL) (Perth) operated Browse LNG Production plant is on target for a Final Investment Decision in mid-2012. CJV is performing engineering and design work from offices in Italy, Australia and Japan.
