Researched by Industrial Info Resources China (Beijing, China)--The groundbreaking ceremony for CNOOC Gas & Power Group Zhongshan Jiaming Electric Power Company Limited's (Zhongshan, Guangdong) Zhongshan Hengmen Gas-fired Power Plant Phase III Expansion Project was held in the Torch Development Zone of Zhongshan City on February 29, 2012, according an announcement from China National Offshore Oil Corporation (CNOOC) (Beijing) on March 8, 2012.
The CNOOC Zhongshan Hengmen Gas-fired Power Plant is in Linggang Village, in the Torch Development Zone of Zhongshan City. The plant was jointly invested by CNOOC Gas & Power Group Company Limited (Zhuhai, Guangdong) (52.7%), Zhongshan Zhongxing Group (22.3%) and Hong Kong Shandian Limited (25%) in 1994. The plant has two 125-megawatt (MW) oil-fired units that were commissioned in August 1997 and January 1998, respectively, although they were changed to gas-fired in 2006; and two 390-MW, 9F-class, gas-fired, combined-cycle units in Phase II commissioned in 2009.
The Phase III expansion project received approval from the Development and Reform Commission of the Guangdong province on December 9, 2011. According to the approval, the project will be furnished with three sets of 390-MW, F-Class level, gas-fired, combined-cycle units for combined heat, power and cold supply, with a total investment of about $620 million. The required gas for the project will be supplied from CNOOC's Liwan and Liuhua gasfields.
According to the schedule, the project will begin operations by the end of 2013. Upon completion, the project will become a supportive power source point in the west bank grid of the Pearl River Delta. With the adoption of advanced combined-cycle technology, the project features high-efficiency, fast startup/stop, strong peak-load regulation capabilities, and is clean and environmentally efficient. Compared with conventional heat supply, the project could reduce the emission of sulfur dioxide by more than 99% and the emission of nitrogen oxide by 43.8%, and eliminate the emission of soot by 100%.
"As a key power source project listed in the 12th Five-Year Plan (2011-15) both of Guangdong province and Zhongshan City, construction of the project will not only effectively alleviate the power shortage and optimize the power source structure, but also will greatly promote the energy conservation and emission reduction efforts in Zhongshan", said Chen Maohui, the mayor of Zhongsha City, at the groundbreaking ceremony.
